It doesn't pass, you need to do it as the last breed. So Pikachu needs to have full IVs, then you need a full IV natured breeder. Pikachu holds light ball, and the breeder holds an everstone. You can't give it to it first. It's not an egg move

The value from legendary to expert is almost insignificant to the point that its almost a placebo effect.
