I am unsure of what you mean, to move up they need to be above the cutoff not below.

We have tossed around the idea of a length of time before any ban must at the very least be re-discussed but as it currently stands a TC member would have to bring it to the table.

Borderline(shortened BL) are those banned to OU and up and cannot be used in tiers lower than it, Borderline 2(BL2) are those banned to UU and up. Venomoth only dropped for a month and before the test had a chance to conclude it rose on its own, if it ends up being a problem then it can follow the normal process for a ban.

I don't do it on the last day for various reasons, mostly because if I have to wait for a tournament it can lead to missing the start of the season.

I agree, though mainly due to it being the seasonal tournaments month where a big drop might completely invalidate any research or playing someone did throughout the season. Assuming the weather mons make a big impact in UU anyway.
