Is the Metal Coat carry rate on Onix in Mt. Moon broken?

Yeah it seems to be impossible to get on one, I've been looking for nearly a week now and have a butt load of items from them but no metal coat :'( -
I've been grinding for about 2 days now to get a metal coat from the onix that spawn in Mt Moon, but so far ive found 3 Hard Stones and 3 Lagging Tails but no Metal Coat. Does that item spawn on the onix in Mt. Moon? Or is it a much lower carry rate? And before anyone says there are easier ways to get them, I know that, I'm doing a Professor Oaks Challenge and need it before I pass mt moon.
