I need to select a character, so that it allows me to send the message. I'm stuck

I try, but no character appears to recover I read that they removed inactive characters, I guess I'll have to start again

I tried to use that option but it asks me to select which character I want to recover and there is no character to select.

I have 2 accounts with the same email, but neither had characters when I logged in
