The only important 31s to get are the ones that actually make a difference in your Pokemon. Say, a 31 speed in a Jolteon/Aero and things like that. Besides, breeding has improved (or not, idgaf) and now you can make some IVs have 31 in a much more accurate way.

In case you are wondering why it's so hard to catch them (I actually included this in one of my Trivias), due to a glitch in the original Ruby/Sapphire, the Beldum family did not have any catch rate assigned to it, so the game deliberately used the closest Catch Rate value, which ended up being the legendaries catch rate (4, the lowest). If you won the Pokemon League (defeated the Elite Four), the Azuria (or Cerulean) Cave is opened when you do the side missions in the Sevii islands. You need to go to Vermilion, take the boat to island 1, talk to Celio inside the Pokecenter and collect the 2 crystals to get into the cave.
