Why are forums pfps capped at 0.29mb?

That makes literally zero sense, no decent quality picture is less than 1mb.

The website will squish the photos to a small resolution anyway, in your picture editing profile of choice I recommend you re-size your desired photo to 150x150 px as that is the size that your Profile picture on your Profile page will be (Which is the largest that I am aware an avatar will appear on the forums.)

Virtually no 150x150 px pictures to my knowledge will exceed the 0.29mb restriction.

If you do this I don't believe you'll encounter any problems.
