Getting Pokemon past level 62

So I know that at certain levels, your pokemon won't level up anymore, unless you have a certain amount of badges. My pokemon currently won't level up past 62, but I have all 8 badges. I started in Kanto and I'm still there, attempting to beat the E4. Do I need badges from other regions or something? How do I get my pokemon past 62?

Hi,

 

Level 62 is the final level cap, after you beat the Elite 4/Champion, your level cap in that particular region will be Level 100 e.g. everything obeying you.
