Lightning Rod not working??

iirc, Lightning Rod attracts all electric moves to the pokemon

 

my gyarados and rhypherior were in a double battle, and somehow the discharge hit my gyarados..... when my rhyperior has lightning rod (as you can see by his spatk rising)

 

what gives?
