how to use ocarina fly? I bought it at the gift shop but I use it and you don't need to have a pokemon that has fly?

Exactly, you just need to open the map and fly to the location you want, without any pokemon holding the HM Fly.

If you do not have the proper badge for using fly, then you cannot use the ocarina. It is not early access to fly, its simply the use of fly, without having a pokemon in your party that has it. 

 

If youve only gotten to pewter city for example, you cannot use fly. You must unlock each HMs use by reaching the appropriate badge

 

Each region has different HMs unlocked at different badges, but all regions will allow you to fly at early-mid game
