it'll make what, a whole 2-3 more physical attackers viable? 

 

on this note, it seems meh adding these this early. Toxic orb becomes more useful in gen 4 with poison heal being a thing. In our game it'd only help the few guts pokes, or maybe act as some silly trick strats.

It's not about making more Pokemon viable (such as Swellow, which would be incredibly powerful). It's about making already good Pokemon better and easier to set up. Most times, it's very easy to scout a player's team for Ursaring and Heracross and then avoid spamming status moves. If they could status themselves, they would be far more threatening. Milotic is another candidate. Flame Orb on her to constantly abuse Marvel Scale and avoid poison.
