Can confirm. I get Mantine as a fishing encounter in Ever Grande City even though the Pokédex says it's a "water" encounter. I get Mantine as a surf encounter as well in the same location. My guess would be that Lure water encounters can also be encountered by fishing. Would also like to add that if you KO one of the Pokémon in the double encounter, the other one has a chance to call another one for help (like the gen 7 SOS Battles).
