Help me!

Hi,

 

So I'm stuck in Hoenn. I want to beat team Aqua at Lilycove, but the grunts keep refering to team magma.

In walkthroughs I found, it says I should beat Maxie at the top of mt. Pyre (I did) and then go talk to cpt. Stern who's outside of the museum (he's not).

An other walkthrough told me I should beat Maxie at mt. chimney (which I did a long time ago).

I've got absolutely no clue how I can continue this game, is this a bug?
