Flying egg group in Johto

I need flying breeders and thought while looking for Entei could capture some of them easily, but didn't manage to find a route with mostly flying type Pokémon with low level, any recommendations?

I thought about zubat but the dogs don't spawn on caves, and in most routes rattata is more common

I would recommend the grass part of Ruins Of Alph, Natu has a very common rarity and shares spots only with Smeargle, Wooper (Night), Quagsire (Night) and Espeon (Lure)
