I feel like we did actually have a fairly good discussion in TS with Darkshade and Noad yesterday. We didn't want pinned threads (with maybe the exception of the Laidback Zone), and we didn't want a bunch of "general" threads when individual threads had enough activity to warrant their own threads (ie: the video game threads floating around, Hearthstone, HotS, etc). It sounded like they were on board with our ideas there. Went on for a good while asking our opinions on whether certain threads were worth keeping around or purging, and how certain "event" threads (like big sporting events, steam sales, new pokemon games, etc) should be handled.

So, what needs to actually happen for Off-Topic to re-open? What objectives need to be accomplished? If it's just new moderation, it doesn't sound like any input is needed there from us. If it's just a new set of rules, it sounds like Darkshade already knows what he wants OT to be. What else is there to discuss? Is there anything else that requires input from the community?

This is probably the right way to go. Let OT self-moderate unless a GM needs to swoop in and handle something that actually goes against the forum rules. If you do want an OT Mod to make GMs' lives easier, someone like Deejaye/Gilgamesh (aka someone who's familiar with OT) would be best.
