Looks that it could be a dark poke to me.

Gyarados: Ability: Volt Absorb.
He can learn electric moves so why not just give it Volt Absorb.

Changing pokemon durning each round is not allowed please. People will just ask each other to burrow pokes in order to counter ur team. And avoid for those who only got a total of 4 pokes to get autoloose round 2.
