Why can't they just get rid of FireRed Kanto and replaces it with HeartGold Kanto?

Nah,  I doubt that. 

They will probably make legendary pokemons catchable instead, That is way easier to code in than adding a whole new region.

I want to believe they will add Johto next week (Part 3 update) but then it seemed they won't be able to do it this year dues of delays.
