my quick story
once upon a time there was a little fag called bimps. he only liked gen I because he's also a little shit. one day he kicked a lotad into a lake, then ate the lake. the lake ate bimps. lake lotad was made, and was made of lakes.

As Sushi just said Desmume is the DS I would use if you are playing DS games but you need a decent computer and the right settings to make it work. If you have a high end android device (quad core and 512mb ram min) you can get this emulator called DraStic which runs games REALLY well. Downside is it costs $7.99 but in my opinion I would pay $15 for a good emulator.
And to answer your question Umbreon.android? check. high end? ehhhh.... paying for an app? NOPE.
