I've seen this one happen. I have another one somewhere on my PC.

Yeah, like SakuraHime says, it sounds like it's a corrupted ROM or just a bad one. You may want to consider redownloading the ROMs from a different source and trying again.

 

However, if you only have the FireRed one installed you may need to add the HG/SS to your folder in order to get your graphics situated.
