[I need help with the Mirage Tower]

Been a hot minute since I played Hoenn day and night, but I'm pretty sure the Mirage tower just kind of shows up whenever it wants to. It's probably not the answer you were hoping for, but basically just keep going in and out of the desert until it decides it wants to exist.
