Sealeo is a defensive Pokemon. This is totally normal. If you want a guarantee that it will go down to 1HP, you should level that Marowak to 100 and give it a Thick Club as a held item.

False Swipe isn't an instant-1HP-move. That would be extremely overpowered competitively.  Instead, it's a 40 power move that will never cause fainting.

my 46 marowak make charmander lvl 25 to 1 hp
