[Denied]Encountering Pokemon outside of their normal area.

My idea is basically this: Rarely pokemon can be encountered outside of (or within) areas where pokemon usually are.

So like on regular ground etc.

Every 20 or so steps the game can determine whether a pokemon will be encountered or not, the chance to encounter a pokemon could be 1 in 500-1000

Pokemon encountered this way have a much higher chance of being a shiny, and can be ANY pokemon. (except perhaps legendary) They also have an equal chance to be anywhere from level 1 to 50.

Starter pokemon could be encountered this way but would be more rare than other types.

No.

Other than that, it's possible.

1. Why not?

2. Maybe the starter pokemon you picked would be more likely to encounter this way than the other 2 (so for example if you picked bulbasaur you're more likely to encounter a bulbasaur than a charmander)

Dude, I was walking in town the other day and then, as if out of thin air

A fucking Wailord was right in front of me dude. IN THE MIDDLE OF THE TOWN, DUDE

I see your point, but here's another point: Caught water pokemon can battle outside of water. 0.0

I wasn't really trying to make a point, I was making a joke.

The idea that you'd have a rare chance of finding a Pokemon with a higher chance of being shiny just sounds absolutely pooped and I won't justify any other point in this thread.

Though if implemented a lot differently/better, rare Pokemon might be neat.

So wait. You just want Pokemon to be randomly found everywhere? Is the plethora of grass after stepping out of a city not enough?

Wow.

Not to mention "ANY pokemon" being encountered is just ridiculous, absurd, and hahah... well, stupid. There's a point to specific Pokemon only being able to be found in specific Routes/locations. Keep it that way.
