It's not possible to find Meowth in the Hoenn region. Feel free to check your Pokedex or the thread below next time. ^^

However you can trade a Skitty for a Meowth by talking to the lady next to battle tower (it's an untradeable one though):

 

You can also buy one from the Global Trade Link (GTL) if you have 4 or more gym badges.

Meowth can be found exclusively in the Kanto region. They are pretty common too
