Biking/Running and the Encounter Rate

Does running through grass increase the encounter rate? I remember being told so in Heart Gold, but i am unsure about Pokémmo. Also, what about riding a bicycle through grass?

I think not, although there are abilities that theoretically increase the spawn rate of Pokémon.
