That's how some players say it in the game chat and that makes many people want to buy them, I was getting excited but I don't know if it was some trick or scam on their part.

Can they be used in the third patch or is the event already over?

Hey there, yeah, Kyu stated about it in this thread: 

Basiclly, they will be exchanged for regular Anniversary chests (Silver ones), each medallion will be converted into ~7 of those chests
