Temple in Snow Pont and Mount Silver

I finished all the Elite 4 and all the pokedex, but I can't access the temple in Snow Point and the Mount Silver. Why?

Hello,

 

In order to access the Snowpoint temple you need to complete the Sinnoh SEEN pokedex and talk to professor Rowan in Sandgem town after that.

 

Mt. Silver is an optional end-game area which can be visited after defeating every region's Elite 4 and completing the National OT Dex.
