[Denied]"How to" Message for New Forum Users - FAQ, Search Bar, etc

Whenever someone new gets on the forums they should receive a message that has a link to the FAQ and other things new members of the forums should be aware of, and introduce them to the search engine and how it can find previously made threads to make sure they are aware of previous questions that have already been answered. This would lower the amount of questions being asked on the forums as many members on the site aren't even aware of how the search function works. 

 

Also, if a new rule or something is applied, a mass message could be sent to all forum members from someone on staff cause obviously not all of the forum members don't read the important pinned threads that display such rules. 

 

Other forums I have been on have had a function much like this and I believe it would prove helpful.

Been suggested before by myself(Marley actually). I don't recall any reason against it, but it didn't get much attention.
