THIEF:

• Removed hard level cap for Thief
• (PvE) If Thief faints a wild opponent, its steal effect will not function

 

So if i have a level 100 theifer with terrible atk stats, and dont faint the poke im attacking with thief. i can get the item its holding? 

Regardless of my level?

 

Im only asking because this update was back in 2016.

Yes, as long as you do not faint the Pokemon you are trying to thief from, you will be able to steal the held item irrespective of the levels.
