It doesn't work when my chansey teleport on chandelure with chandelure in substitute. And also when I lead chansey and use teleport it doesn't work. That's all in rank pvp

Hi I got confused how teleport priority -6 works in competitive battle. Why it fails in some cases? Can anyone answer me? Thank you
