You can get Berry Powder from using the "Crush" option on your berries in your Bag. In addition, White Herb is BattlePoint (BP) item that can be purchased for 100 BP each. You can see that information in this guide:

Hello. Upon breeding two shiny parents, the egg is guaranteed to be shiny. If you however breed two normal Pokémon, there is a 1/30.000 chance for the egg to be shiny. You can't breed a shiny with a normal Pokémon (the system won't allow it).
