Bug Bite Move Tutor from Mistralton City has disapeared

I just checked the pokeCenters in Unova and none of them had the move Bug Bite. -
Yesterday i was about to learn my Scizor bug bite from the clown move tutor in Mistralton city. I didn't have the silverpowder or the money to buy some, so i delayed for today. But today the move tutor is gone. Does anybody know if there's a new place to learn Bug Bite?
