You're talking about consequences here.
There will always be 'war' at this point, because nobody is willing to reduce their weapons. Even if the United Nations point fingers to North Korea and Iran, what are they going to do about it. They just point fingers while they're relaxing in their chair enjoying their money, not caring at all.
