You can use only 1 pokemon if you want. But if you manage to get past the 1st round, people will easily counter against you. You can have a maximum of 3, minimum of 1.

Precautions. A limited match yet flexible is greatly preferred than a never ending struggle fest, unless you're into that. Also, mainstream or not politoed/poliwrath is not as common enough to be considered a struggle fest and is allowed. Lapras on the other hand is borderline acceptable after careful evaluations of the pros and cons and situations it might face.
