How can a pokemon learn a move from the "special" category? For example, if you check pokedex entry for Drowzee, it says it can learn Wish, but instead of a level, TM, tutor or egg, it shows "special". Are these moves obtainable in game?

How can you get attacks unique to events, like Wish on Hypno? Is there a tutor for that or can they be bred?
