EV training and IVs. I will never understand this stuff and whenever anyone talks about it I immediately zone out, out of boredom. I understand it's "important" but bluh. I have yet to find a guide on the internet that explains it like I'm 5.

So far I have gotten to Lavender Town, and I was curious before my pokemon get too leveled up, where can I catch the Kanto and Hoenn starters? I've seen my team speak about them but I haven't seen anything else about it in-game. Do I have to beat the elite 4 first or something? Yes I tried searching the forums to no avail. If there is already something on the forums about it, a link would be nice.
