In the official pokedex i can't catch them, but there must be a place to catch them

I often see that somebody sells these Pokémon, but officially they aren't catchable anywhere in the regions. How can i get them ?

i made the pokemon league in jotho, but i still can't go in the cave

Yesterday I made the PKMN League in Jotho and after it i wanted to go to Hoenn. I started and as i was in slateport city i wanted to go back to the ferry to go back to jotho. But the women said to me, that the ship is not available in this moment. what is the problem ? My friend tested it with his game and it works, as he testes my game stat on his computer it does'nt work
