Do I need to complete a certain part of the game to be able to get on the fairy.. I have the emerald rom the game picked it up but its still not letting me on the boat. PLEASE HELP!!!! lol

Hey guys super new and I am sorry if this is in the wrong spot, I have been having an issue finding the soul silver/heartgold roms anywhere. the one I did found seemed like it works when I loaded it in client, then when I started the game I still couldnt take the ship to Hoen region and the graphics were the same PLEASE HELP ME!!
