The price of coins bought is getting higher and higher. Will it be refreshed by the next day ? Or unless I buy a maximum amount of coins and thus it will refresh that time?

I didn't get the fossil before beating elite 4 in Hoenn...After elite 4...I back to the sandstorm place( Route 111 )...The building disappear... Is this a bug or something else??
