As a trainer who leveled up alot of 100's using slower methods, I actually wouldn't mind removing the cooldown at all. Although I am put at a disadvantage when other people would be able to level to 100 much faster, it will make alot more lvl 100 duelists available for me to battle. For this reason only, I would like to have the cooldown removed.

Really? But if you bait it says 'the pokemon is eating' for several turns, then 'the pokemon is watching carefully'. Is this misleading in the sense that the flee chance and the catch chance is not reset?

Sure that bait makes flee 1/4 as likely? Keep in mind that baiting is also a turn where you risk escape and you have to bait every few other turns.
