[Unresolve NPC won't give Torchic doll]

Hi, i have played the emerald rom many times so i know exactly what i was doing. I talked to the lady in game corner in mauville city. She supposed to give me a Torchic doll but she didn't. I checked my bas to make sure if i had received it but there is no torchic doll. I asked other players if this implement or not, they have the doll. I love the doll, hope you guys can do anything, anyway help me receive Torchic doll.
