To apply for a staff position, you need to send a forum message to SGMs Bearminator and SecretDjinn. 

You need to have at least 500 hours of in game played time, including good knowledge about PokeMMO and be able to communicate in English. In addition, you should have completed all four regions and preferably have no history of punishment. 

Of course, there is no guarantee as it is up to SGMs to evaluate your application.
