Cynthia isn't in home?

Hi, idk if I bug or something like that but npc Cynthia didn't appear on her house in unova region. 

 

And... Another thing. I beat unova league for 3th time and i wanna know if it's normal only get 1600 bp, frist and second time I get 3000 but I didn't use amulet coin, it's normal to get 1600 when I use amulet coin?
