Add missing HA to pokedex

Some event exclusive HA are missing in the pokedex.

Currently, the only way to know if Stoutland's HA is implemented by our own is to check the GTL.

This has been implemented last update (lunar event 2023) but not mentioned in changelog tho, thanks !
