how to get ability patch?

i've completed the Kanto dex with the exception of legendaries like Articuno, Moltres, etc. Do i need to complete the full pokedex in order to get it?

in terms of catching all the original mons from the region minus the legendaries, yeah i did

That also happened to me. It is not necessary to capture all pokemons of a specific generation.
What you need to do is change the option that says national dex to kanto/hoenn/sinnoh/unova dex and capture the pokemons that appear in that option (some of them from different generations).

It's not necessary to catch any legendary pokemon.
