What are the requirements so that you can get Raikou?

Hello, I've been trying to find Raikou for about 5 days, and I already have all the past regions. What I'm wondering is if there is any extra requirement for it to come out, since I'm starting to get tired of looking for it all day. I hope you can help me with something <3

The requirement is just beating Ho-Oh and having 8 badges (redundant because to beat Ho-Oh you need those already), can only be found in grass in outside areas of Johto (no caves, no water, no Ilex Forest) and the spawn rate is hell so be patient about it ♥
