Is Kanto being exempted from the new E4 change?

• For the storyline matchup, player parties are now healed after each victory against an Elite 4 trainer.

Sooo.... is this not being applied for E4 Kanto?
Because I can 100% confirm this isn't happening for me on my first attempts to beat them.
Went totally broke trying to get to and beat Gary.
