so, I wanna ev train for attack on one of my Pokemon, and I hear that ariados are good for that, but I just can't seem to find any in the sky pillar. can anyone help me with this?

no, i mean if I already beat all of the gyms but not the elite four in the second reigon I go to, sorry I didn't clarify

so let's say I completed the elite four in the Kanto portion of the game, I head over to the Hoenn reigon, will my level cap stay at lv 100 or be the same level 60?
