Hello, The best way to EV train is by using this guide, showing locations for each of the EVs: Using a training link item from the gift shop also yields twice the EVs for the pokemon holding it, however it will neglect XP gain. For choosing the correct nature, I recommend checking PvP statistics in game to see the most used natures. This guide is helpful for getting the wanted IVs and natures from breeding: Smogon gen 5 is also a good site for finding good movesets, items, IVs and natures for pokemon. However, there are a few changes to moves in PokeMMO for balancing reasons, so be sure to cross check moves between the two. Hope this gives some clarity in the matter 😄

The lure rarity, 5 %, is that the rarity of the lure encounter to show up in any given encounter is 5 %. If you only got 1 lure exclusive pokemon in 100 encounters on a lure that is simply bad luck.
