Currently you can see 378 and catch 357~ I've personally seen 377 and caught 356, with Rayquaza being the only one that I'm missing. The Pokemon that can be seen but not caught can all be seen in the Battle Frontier. Mewtwo and Rayquaza are special encounters appearing in Cerulean Cave and Sky Pillar respectively that pass from person to person through PvP when someone finds one, eventually returning to the wild. Everything else can be obtained through normal means.
2. Bill should be waiting for you in the Cinnabar Island PC~
3. A major con is that this is extremely non-canon and makes Hidden Power an absurdly valuable move on a huge number of Pokemon, thus actually reducing variety. The only times that Hidden Power has been physical in the handhelds is in games that didn't determine whether a move is physical or special on an individual basis (instead basing it on type), and after that, it has always been special. While it's true that some types are missing a decent physical/special move with high distribution, this isn't the way to go about fixing it and I can safely say that it will not be happening.

As stated, characters cannot be deleted. You can have three per account and as many accounts as you would like however~

All Geodudes and Gravelers have a chance to hold an Everstone. You'll find one eventually, good luck~

This is the result of using an outdated custom theme. Once disabled, the game should work.
7. (I linked to a particular thread, not the section itself~ Sorry to have to lock it again, but it really does belong here rather than in its own thread.)
8. This belongs here~ Assuming that it fled, I'm sorry to hear it. It's always a shame when a shiny escapes in the safari.

This price was increased for various reasons, most of them tied in some way to the economy and their overall usefulness as an item.
10. Going to have to vote for the lightest one this time, darker colours don't really suit such a pale Pokemon. The second one looks just right.

This thread is going nowhere. If you need help with something in the game, feel free to shoot me a PM.
12. A few more that you're missing.
13. The only way to teach moves to Smeargle is by Sketching them. The baby will only be born with Sketch. As far as IVs go, it really depends on the quality of what you're working with. Three IVs will pass at random from the parents. You can control up to two of these with braces bought from the shop inside the daycare. If one of the parents is holding an Everstone, you can only control one IV (as the brace is a hold item). The other three IVs are the average of the parents (rounded down if it falls between two numbers). If you already have the female Smeargle you mentioned, you'd be better off Sketching the necessary moves and using her~ (The only IV that matters on a utility Smeargle is attack though, any nature that increases attack works too.)
14. I hope you enjoy it~ It's possible that these will be implemented in the future, but I'm not part of the development team, so cannot confirm or deny. You can obtain plenty of good water types early on if you start your journey in the Hoenn region though~ I have some spare Horseas lying around too if you'd like one, feel free to whisper me in-game if you're interested.
15. Posting these here upon request.

16. If you decide to try the game out, I hope you enjoy it~ To answer your questions; The encounter rates aren't quite the same as the handhelds~ For the most part they're a blend of Fire Red and Leaf Green in Kanto and OR/AS in Hoenn, but there are some custom spawns too such as Charmander at Mt. Ember. Every Pokemon is available in the wild somewhere, you can find a list here. The physical/special split from gens 4+ is implemented. Moves such as Thunderpunch are physical and Thunderbolt special. The standard gen 3 exp system is implemented. The exp you earn doesn't scale with level like it does in gen 5. EVs are implemented as they were in gen 3, but Vitamins are cheaper than in the handhelds if you would rather not EV train manually. EV removing berries are readily available from Saffron mart if you make a mistake~ All evolution stones are renewable. Fire/Leaf/Water/Thunder stones can simply be purchased from Celadon department store and the rest can be found in the story and on certain wild Pokemon. You can see held items in the guide linked previously. Pokemon that require trade to evolve still do, but trading is quick and easy here~ If you don't want to trust a stranger, it's best to ask a friend or a staff member to help with the trade. We're always happy to help~

Personally I use a Fearow. It has higher base attack than Persian, allowing it to OHKO more Pokemon with Pay Day. It also gets False Swipe as an egg move in case something pops up that I want to catch, and it learns Fly of course. The only downside to using the bird is that Pay Day costs BP~
18. This is correct. Once you have four badges in Hoenn, you can take a ferry from Slateport City to the Kanto region.

Try again in 10-15 minutes~
20. Two-coloured hair kinda needs to be a thing regardless of which evolution it is.

It can pretty much pass for Swellow as it is due to how similar the evolutions are, although it's pretty small so I'd personally keep it as a Taillow. Had intended to make a larger evolution for it later on. Quick Swellow transformation anyway: Current Swellow could probably be turned into Farfetch'd or another bird instead of Taillow.
21. This was already pretty much answered. In making it difficult/expensive to make a team, the following happens;
22. If it were free, people would immediately reserve all of the vanity team tags on alts in case they want to use them later. There has to be some cost involved to discourage this behaviour.
23. If it runs Softboiled over Wish/Protect or drops another move, Chansey can take out most physical attackers with Counter. In the majority of cases, it's also not so weakened that it can't come in later to heal itself or get a Wish pass from another Pokemon. 252+ Atk Choice Band Metagross Meteor Mash vs. 252 HP / 252+ Def Chansey: 279-328 (78.1 - 91.8%) -- guaranteed 2HKO after Leftovers recovery 252+ Atk Choice Band Flygon Earthquake vs. 252 HP / 252+ Def Chansey: 228-268 (63.8 - 75%) -- guaranteed 2HKO after Leftovers recovery (Superpower OHKOs though, scouting needed) 252 Atk Choice Band Aerodactyl Rock Slide vs. 252 HP / 252+ Def Chansey: 160-190 (44.8 - 53.2%) -- 0.4% chance to 2HKO after Leftovers recovery etc.
24. Fixed~ Must have changed the shade of red when working on the scarf, but then forgot to change the eye colour at the same time.
25. I got slightly distracted and sprited the wrong bird~ Spearow backsprite in progress, Taillow front sprite maybe finished.
