It'd be hard to implement Johto since there is no GBA rom to pull maps from. It'd be a lot of work to remake the map in a GBA environment AND they'd have to find a way to distribute it without distributing any copyrighted content.

I believe this also allows you to use Pokemon that evolve at 55 such as Tyranitar (Can't remember if Tyranitar is banned or not though since I haven't been in-game in a good while)
