I heard an extended theory to that. Eevee is popular by the towers, because those 5 girls used different ones. 3 normal eevees were trapped in there, then Arceus came and gave them powers beyond the normal stones. This means that eevee is somewhat pseudo-legendary. Or some shit like that.
